I. Justification/Background
The Fair Food Program (fairfoodprogram.org) has been successfully implemented in the United States in nearly 23 states. Today it is in the process of international expansion and is already operating in agricultural fields in Chile, and in Rawsonville, South Africa.
The mission is to extend this program in the agricultural sector in South Africa in particular in the Northern, Western, and Eastern Capes.
For this purpose, a Code of Conduct needs to be developed that is based on South African legislation and on actions relevant to the well-being, safety and health of workers in the agricultural industry.
II. General Objective
The Fair Food Program requires hiring the services of a consultant to support the team in charge of the extension of the Fair Food Program, for the preparation and drafting of the modifications to the Program’s Code of Conduct that are appropriate for the South African agriculture industry.
III. Specific Objectives
Under the guidance and direction of the Fair Food Program Directors and its Advisor for the Extension of the Fair Food Program in South Africa, assist in drafting amendments to the Program Code of Conduct that are appropriate for the South African agriculture industry. These tasks will include, for example:
1. Review of the Program’s Code of Conduct and all relevant decrees, rules and regulations that govern farm labor in South Africa.
2. Review of the occupational health and safety regulations that govern the agriculture industry.
3. Review of the ILO Conventions, signed by South Africa, regarding the fundamental rights of workers.
4. Contact with the workers of the pilot company and leaders of worker and human rights organizations in the agriculture industry.
IV. Scope of Work: Expected Results and/or Products
PHASE I Product I. (1 month)
Under the direction and guidance of the Fair Food Program directors and their Advisor for its extension in South Africa, support in the drafting of the modifications to the Fair Food Program Code of Conduct for the agriculture industry in South Africa. This includes the drafting of all existing regulations, based on the first four points indicated as specific objectives of this position
Notes:
1. It would be ideal, but not essential, for the person to also know the differences between South African and American labor legislation.
2. In accordance with what is indicated in the objectives, the consultant will be provided with the current Code of Conduct models for the agricultural industry.
PHASE II Product II. (2 months)
Under the guidance and direction of the Fair Food Program Directors, consult with workers in different roles in the agriculture industry to determine, based on their experiences and priorities, any issues that should be addressed in the new Code of Conduct standards, such as issues affecting workplace safety, health, and treatment of workers.
Under the guidance and direction of the Fair Food Program Directors, consult with agriculture company representatives during the Code of Conduct adaptation phase.
V. Responsible and/or Supervisor
Must communicate directly with the team in charge of preparing the Code of Conduct for the agriculture industry, and be under the supervision of the Directors of the Fair Food Program in South Africa.
VI. Work schedule and delivery of products
1. The schedule will be flexible. Due to the nature of the task consultant’s availability should be as flexible as possible.is required.
2. Adaptability to the demands of the results and products requested by the directors of the Fair Food Program is required.
3. In the first month, accountability regarding the regulations and labor legislation relevant to the agriculture industry will be required.
4. During the second month, accountability regarding on-site consultations is required.
VII. Payment and duration of the consultancy
This position would initially last six months.
